DEFINITIONS

1. Cut                                               Sanding, melting, trimming (i.e. to reduce).

2. Flux Collector                              Shim (not including a car's armature and magnets) which strengthens a magnet for horsepower or handling purposes and/or collects magnetic flux for handling
  purposes.

3. Extra Magnets                             Any stock magnets that are not armature magnets.

4. General Rules                             Rules that are applicable to all car classes.

5, Readily Available                         Mass produced for HO slot car racing and obtainable 30 days prior to race.

6. Scratch-built                                Stock chassis will not support car on its own.

7. Stock                                           Any part or condition that normally comes with the car as manufactured.

8. Stock Replacement                     To equal the original part designed for replacement. The stock replacement part must fit without modification to the car or part.

9. Bottom Surface                           The portion of any part of the car that is closest to the track when the car is placed in an operational mode on the track after the car is built.

10. Polymer Magnets                         Small magnetic particles suspended in a plastic shell.

11. HOSCAR Approved                    Approved for use in HOSCAR.

GENERAL RULES

 l.      Any readily available magnet made from ceramic or polymer magnet material may be used. No modifications shall be made to either chassis or magnet to allow fit.

        2.     The number of armature magnets used per car cannot be more than two.

3.     The number of extra magnets used per car cannot exceed the stock number and cannot be more than two magnets.

        4.     The number of flux collectors used per car cannot be more than stock.

5.     Any car, which contains more than two magnets, shall not be allowed any flux collectors.

6.     The chassis entered must be HOSCAR approved, with magnets being part of the chassis and cannot be substituted. Bulkheads are part of the chassis and may be replaced after the
        start of the race. The body cannot be substituted.

7.     The use of ball bearings shall not be legal in any car.

 8.     All cars must be readily available and HOSCAR approved, for the following classes:

9.     Broken chassis shall not be allowed to enter races.

10.     The minimum allowable wheelbase is 1 1/4 (1.250) inches.

11.     The maximum allowable width of the car is 1 5/16 (1.3125) inches. The maximum allowable length of the entire car is 3 (3.00) inches.

12.     
Only one guide pin per car shall be allowed.

13.     The maximum allowable lateral movement of the front axle is 1/32 (.03125) inch. The front wheels at their widest point shall fit through the tech block.

14.     During the race, any individual part of the car may be replaced. The chassis and body are not considered individual parts. The Race Director or Technical Inspector
          has the right to inspect any car after repairs have been made. If repairs are necessary, they shall be made before the car may re-enter the race. The repairs may be made
          during lane change periods or on the driver's race time. The race shall not be stopped for repairs unless the Race Director has declared a track call specifically to allow for repairs.

 15.     The body must cover the chassis, tires, and wheels when viewing the car from above except through legal openings. No body cutting except far wheel openings.

 16.     Any car without a body or with an interfering body will not be allowed to continue to run.

 17.     Cars must be equipped with four tires, which touch and roll when checked on a test track with no or low rails.

 18.     If a driver or marshal damages another car while replacing the car on the track, power to the track shall be turned off to give the offended driver time to put the car back into
 running order with a time limit on repairs equal to the length of time of the segment being run.

 19.     The driver has the final responsibility to prove the legality of his car. Racers may check the legality of their car before the race.

 20.     Every car entered may be required to submit to a post-race technical inspection. Failure to comply will result in immediate disqualification of the car and entrant.

 21.     If necessary, a vote by the Executive Committee members present (at that race) shall determine the final interpretation and enforcement of any and all rules.

 22.     By entering any HOSCAR point race, Members (or individuals) acknowledge they agree to abide by all rules, policies, and procedures as outlined in this,
 the Official HOSCAR Rulebook.

BOX STOCK - A
(IROC)

As BOX STOCK “IROC” races shall use matched vehicle groups per race, the following regulations are suggested guidelines for basic vehicle setup.
Modifications or alterations of the following guidelines due to vehicle age, special requirements, uniqueness, etc. shall be allowed.

1.   Chassis must be stock, commercially available, and cannot be cut. No modifications shall be allowed.

2.   Armature magnets shall be stock and cannot be cut.

3.   All magnets used shall be stock, cannot be cut, and be of matching stock polarity. No rare earth or neo magnets allowed.

4.   Tyco X-2 cars shall only use bulkheads having the four motor magnet retaining tabs on the motor magnet retaining ring.

5.   Any flux collectors used shall be stock and shall remain in their stock position. They cannot be modified or used upside down. Flux collector coverings shall not be allowed.

6.   Armature shall be stock and cannot be modified in any way - no rewinding, de-winding, truing of commutator, gluing or balancing, or other tampering of the armature shall be allowed. Minimum ohmage allowed shall be 5.8 ohms (measured pole to pole with armature removed from car after a five (5) minute cool down period).

7.   Electrical system shall be stock except for pickup shoes, motor springs, and motor brushes, which may be stock replacement parts for the car. No shunt wires shall be allowed.

8.   Axles, gears, wheels, and guide pin shall be stock.  Front tires must be stock for the car. The front axle may not be attached to the guide pin. Rear tires may be any readily available “slip-on” silicone replacement tires.

9.   Bodies cannot be modified, and shall use the stock body mounting system.

10.   The use of glue shall not be allowed on the chassis or bulkheads.

SUPER STOCK - B
Legal Cars: Mattel/Tyco 440 X2, RoKar M5, Life-Like Fast Tracker, Patriot 2/3, Scorpion, Storm,
BSRT G3 & G3R, Slottech Panther, Thundercat

 1.      Chassis must be stock, commercially available, and cannot be cut except to add body mounts.

 2.      Armature magnets shall be stock and cannot be cut.

 3.      All magnets used shall be stock, cannot be cut, and be of matching polarity. No rare earth or neo magnets allowed.

 4.      All magnets shall remain in their stock location. No material or method may be used to restrict the movement of the magnets.

 5.      Tyco X-2 cars shall only use bulkheads having the four motor magnet retaining tabs on the motor magnet retaining ring.

 6.      Any flux collectors shall be stock and shall remain in their stock position. They cannot be modified but may be used upside down.
No flux collector shims shall be allowed.

 7.      Armature shall be stock and cannot be modified in any way - no rewinding, de-winding, truing of commutator, gluing or balancing, or any other
tampering of the armature shall be allowed. Minimum ohmage allowed shall be 5.8 ohm (measured pole to pole with the armature removed from
car after a five (5) minute cool down period).

 8.      Axle and armature bearings are not allowed unless they are stock.

 9.      Guide pin can be a stock replacement part. It may be glued in place but shall remain in the stock location. Front axle may be attached to the
guide pin on Rokar and Lifelike chassis only.

10.     There are no restrictions on axles, gears, wheels, and tires except that they must be readily available parts.

11.     Brush tubes may be stock replacement (plated electrical part but not adjustable) and cannot be modified in any way. Pickup shoes must be
          stock or stock replacement. Motor springs, motor brushes, and pickup shoe springs are unrestricted. Shunt wires shall not be allowed.
          Electrical parts (except for commutator) may be lightly sanded for cleaning purposes only.

12.     Clear (see-through) bodies must be painted.

13.     The use of glue shall not be allowed on the chassis or bulkheads except for body mount(s) and guide pin.

14.     Pickup retaining tabs may be repaired if necessary during the race. However, the chassis shall have both stock retaining tabs intact and
unaltered when entered.

15.     Tomy Super G+ cars will run Box Stock rules for Super Stock INDY class.

MODIFIED - C
Legal Cars: Mattel/Tyco 440 X2, RoKar M5, Life-Like Fast Tracker, Patriot 2/3, Scorpion, Storm,
BSRT G3 & G3R, Slottech Panther, Thundercat

1.    Chassis must be stock, commercially available, and cannot be cut except t
       provide for the following:
          
        A.    Add body mounts.
        B.     Mount any guide pin holder. Guide pin shall remain in the stock
location.
        C.     Add motor bushings 
(ball bearings shall be permitted on motor ONLY).
        D.     Drill or cut two holes for adjustable brush barrels.

        E.     Bottom surface of chassis and bulkheads may be sanded flat. However,
       
        the bottom bulkhead tabs shall  remain naturally connected to the end bells.
        F.     Pickup shoe retaining tabs on the chassis may be reinforced and / or
replaced
        G.    Rear axle retainers.

2.   
Armature magnets shall be stock or stock replacement for the car. Cars manufactured with ceramic
       motor magnets will only be allowed ceramic replacement magnets. No cutting of armature magnets shall be allowed.

        A. Ceramic quad motor magnets are allowed in Tyco 440X2

        B. Polymer replacement motor magnets are not allowed.


3.    Any readily available extra (traction) magnets that fits chassis w/o any modifications to chassis or magnets
       shall be allowed. Magnets can be cut flat on the bottom surface only. All magnets shall remain in their stock position.


4.    Tyco X-2 cars shall only use bulkheads having the four motor magnet retaining
       tabs on the motor magnet retaining ring.


5.    Any flux collectors used shall be stock and shall remain in their stock position. They may be used upside down.
       They shall not be modified except to adjust for
height. Flux collector coverings will be allowed.

6.    The use of glue on the magnets or chassis surrounding  the magnets shall not be allowed. Other non-magnetic
        materials may be employed to restrict the
movement of the magnets.

7.    Any type of armature shall be legal.

8.    Electrical systems shall be stock or stock replacement parts for the car. Shuntwires will be allowed.

9.     There are no restrictions on the guide pin, gears,  axles, wheels, or tires except that they must be readily available.
        Rear axle retainers will be allowed.
Front axles may be glued or soldered to guide pin holder for Life-Like cars only.

10.   Tomy Super G+ cars will run Super Stock rules in the Modified class along with the following permitted modifications:
        A.  Stock replacement guide pin may be used.                      
        B.  Rear axle retainers will be allowed.

        C.  Reinforced pickup shoe tabs are allowed.

        D.  No soldered connections on the bulkheads.

        E.  Any stock replacement armature bushings are allowed.

        F.  Any body style is allowed.

AFX POLY-MAG MODIFIED - D
Legal Cars: Aurora AFX Magna-Traction, AFX Specialty Magna-Traction, JL Traction X

1.    Restricted to AURORA AFX Magna-traction and AFX Specialty Magna-traction chassis ONLY.

2     Chassis may not be cut except to provide for the following:
        A.    Add body mounts.

        B.     Mount any guide pin. Guide pin shall remain in the stock position.

        C.     Add motor/axle bushings (ball bearings shall be permitted on motor plate O
NLY).
        D.     Add commutator brush tubes.

        E.     Bottom surface of chassis may be sanded flat. However, bottom
magnet retaining strips must remain intact.
                Motor magnets shall
remain naturally installed via said retaining strips.
        F.     Pickup shoe retaining tabs on the chassis may be reinforced and/or
replaced.

3.    Polymer Replacement magnets are allowed. No cutting of magnets shall be allowed.

4.    The use of glue on magnets or chassis surrounding the magnets shall not be allowed.
       Other non-magnetic materials may be employed to restrict the movement of the magnets.

5.    No extra (or enhancement) magnets shall be allowed.

6.    Electrical system shall be stock or stock replacement parts for the car. Shunt wires will be allowed.

7.    Motor brushes shall make contact with armature.


8.    Any type armature shall be legal.


9.    There are no restrictions on guide pin, axles, wheels, tires, gears, gear plate,
or gear plate retaining clamp.

10.  Ballast (weight) shall be permitted.

AFX NON-MAG MODIFIED - E
Legal Cars: Aurora  Thunderjet, AFX Non-Mag, AFX Specialty Non-Mag, Johnny Lightning Thunderjet

1.    Chassis may not be cut except to provide for the following:
        A.   Add body mounts.

        B.     Mount any guide pin. Guide pin shall remain in the stock position.
        C.     Add motor/axle bushings (ball bearings shall be permitted on motor plate ONLY).
        D.     Add commutator brush tubes.

        E.     Bottom surface of chassis may be sanded flat.

        F.     Pickup shoe retaining tabs on the chassis may be reinforced and/or
replaced.

2.    Magnets shall be stock or CERAMIC stock replacement for the car used. No cutting of magnets shall be allowed.

3.    The use of glue on the magnets or chassis surrounding the magnets shall not
be allowed. Other non-magnetic materials may be employed
        to restrict the movement
of the magnets.

4.    No extra (or enhancement) magnets shall be allowed.


5.    Electrical system shall be stock or stock replacement  parts for the car. Shunt
wires will be allowed.

6.    Motor brushes shall make contact with armature.


7.    Any type armature shall be legal.


8.    There are no restrictions on guide pin, axles, wheels, tires, gears, gear plate,
or gear plate retaining clamp.

9.    Ballast (weight) shall be permitted.

POLYMER MODIFIED - F
Legal Cars: Mattel/Tyco 440 X2, RoKar M5, Life-Like Fast Tracker, Patriot 2/3, Scorpion, Storm,
BSRT G3, Slottech Panther, Thundercat

1.    Chassis must be stock,  commercially available, and cannot be cut except to provide for the following:
        A.     Add body mounts.

        B.     Mount any guide pin holder. Guide pin shall remain in the stock
location.
        C.     Add motor bushings
(ball bearings shall be permitted on motor ONLY).
        D.     Drill or cut two holes for adjustable brush barrels.

        E.     Bottom surface of chassis may be sanded flat. However, the bottom
  bulkheads tabs shall remain naturally connected to the end bells.
        F.     Pickup shoe retaining tabs on the chassis may be reinforced and/or
replaced.
        G.    Front axle retainers.

        H.    Rear axle retainers.

        I.      Bulkhead retaining screws.

  2.    Any HOSCAR approved injection/compression molded polymer magnets may be used and may be cut flat on the bottom surface only to insure
 consistency of size. No machined magnets are allowed.

  3.    Any readily available extra (traction) magnets that fits chassis w/o any modifications to chassis or magnets
 shall be allowed. Magnets can be cut flat on the bottom surface only. All magnets shall remain in their stock position.
All magnets shall remain in their stock location.

  4.    Tyco X-2 cars shall only use bulkheads having four motor magnet retaining tabs on the magnet retaining ring.
        Tomy Super G+ cars shall use stock or stock replacement bulkheads.


 
5.     Any flux collectors used shall be stock and shall remain in their stock position. They may be used upside down.
         They shall not be modified except to adjust for
height. Flux collector coverings shall be allowed.

  6.    The use of glue on the magnets or surrounding chassis shall not be allowed. Other non-magnetic materials may be employed
         to restrict the movement of the
magnets.

  7.    Bulkhead retaining screws and/or chassis clip will be allowed. Any clip used to hold chassis together must be
        of non-magnetic material only.

  8.    Any type of armature shall be legal.

  9.    Electrical system shall be stock or stock replacement parts for the car. Shunt
         wires shall be allowed.


10.   There are no restrictions on the guide pin, gears, axles, wheels, and tires except that they must be readily available parts.


11.   Front axle retainers shall be allowed. Front axle may be glued or soldered to the guide pin holder.


12.   Rear axle retainers shall be allowed.

X-TRACTION - G
Legal Cars: JL X-Traction

l.      The chassis must be stock, readily available and cannot be cut, no modifications shall be allowed.

2.     Armature magnets shall be stock and cannot be cut.

3.     All magnets used shall be stock, cannot be cut, and be of matching stock polarity.

4.     The armature shall be stock (JL X-Traction) and cannot be modified in any way; no rewinding, de-winding, truing of the commutator, gluing or
balancing in any way, or other tampering of the motor shall be allowed.

5.     The electrical system shall be stock except for pick-ups, motor brushes, and motor brush springs, which may be stock replacements for the car.
No shunt wires will be allowed.

6.     The axles, gears (JL X-Traction ratio only) and guide pin shall be stock or stock replacement. Front wheels and tires must be stock for the car but
may be sanded to reduce the diameter although the width and footprint may not be altered. Rear tires may be readily available silicone replacement tires.
Rear wheels may be readily available double flange replacement wheels.

7.     Only stock AFX or JL bodies shall be allowed. Only the body may exceed maximum width of 1 5/16" (exception to General Rule #11). Bodies can be
painted and numbered and cannot be modified, and shall use the stock mounting system. The body need not have come with the car as purchased
but must use the original mounting configuration as manufactured.

8.     The use of glue shall not be allowed on the chassis or gear plate.

9.     General Rules 1-- 21 apply.

SUPER STOCK THUNDERJET - H
Legal Cars: Aurora Thunderjet

Body
 

 1.    The body must completely cover the chassis when viewed from above except for legal stock openings (i.e. windows).

 2.    Each body must have a front windshield and originally equipped bumpers

 3.    The body must be any T-Jet original or any aftermarket injected molded hard plastic body (such as Model Motoring, Johnny Lightning, etc.) that mounts
with two (2) screws as manufactured.

 4.    The body may be lowered but not be weighted or lightened.

 5.    Fender wells may be cut for tire clearance provided rule #1 is not violated, nor may they be enlarged more than 1/16”. Fender wells may not be cut
to allow changes to the original wheelbase.

 6.    Two (2) screws must be used to mount the body to the chassis. Screw heads may be ground down for track clearance.

 7.    Hardtop Bodies (such as Falcons or Mustangs) may have the interior removed.

 8.    Screw posts may be cut to lower body

 9.    Split screw posts may be repaired or replaced with plastic in original position. No metal sleeves are permitted.

10.     Body maximum width 1 5/16 (1.3125) inches

Chassis

Chassis must be stock Aurora Thunderjet w/ copper electrical. Plated chassis are not permitted Reproduction chassis (i.e. Johnny Lightning) are not permitted.
The following modifications may be made:


  1.    
Any tire, wheel, and axle combination is allowed provided it does not violate body, chassis,
        or width requirements. All front axle nuts, spacers, or springs must be kept outside the chassis. No collars permitted.


  2.    
Removal of gear plate ‘rail’ is permitted (patent # must be legible).

  3.
    Gears may be soldered or glued to gear shafts.

  4.   
Gear plate must use stock 14-tooth brass armature pinion and 24-tooth brass idler and drive gears. Gears may be polished to
        provide smooth mesh but cannot be drilled, tapered, shortened, or altered.


  5.   
Only one (1) stock Aurora guide pin is allowed. Guide pin may be shortened to desired length. No rear or swivel guide pins permitted.

  6.    Rear end gears must be 9-tooth drive pinion with 15-tooth crown gear.


  7.    Armatures must be 15 ohms or higher at a minimum of 72 degrees f. No re-winding,
de-winding, balancing, or truing permitted.

  8.   Magnets may be stock T-Jet, Wild Ones, Tuff Ones, or AFX ceramic magnets. Magnets may be shimmed using only non-magnetic material.
        No Super II (blue / yellow w/ dimple), or Johnny Lightning magnets shall be allowed.


 9.    Brushes may be readily available copper/carbon, flat on top and bottom.

10.   Pickup shoes may be stock replacement T-Jet.

11.   Ball bearings and bushings are not allowed.

12.   Any rules not spelled out in this section are subject to General Rules 1-21.

DRIVER / EVENT RULES & REGULATIONS

  1.      During each race event, a race committee shall be assembled consisting of the track owner as Race Director, and two Assistant Directors chosen
        from the most recent Membership list of active members. While the Race Director (track owner) holds full authority over track situations, the
        Assistant Director(s)’s responsibilities shall include input as to judgment calls (this includes a majority 2-1 vote should the committee be ‘deadlocked’),
        assist in paperwork, operations, tech., etc..


  2.      Unsportsmanlike conduct (e.g. any condition considered to be unsafe, unfair, or out of order) on the part of any contestant / participant may
        result in lap penalties and / or disqualification as determined by the Race Director and / or Assistants. Verbal abuse shall not be tolerated. Serious or
        repeated violations of conduct may result in the participant being prohibited from future activities as determined by a majority vote of the Executive Committee
        consisting of all track owners.

  3.      ANY act of violence shall be grounds for immediate disqualification / expulsion!!!

  4.      All drivers must take turn serving as turn marshals unless otherwise authorized by the Race Director. Failure to fulfill marshaling responsibilities may
        result in lap penalties and / or disqualification as determined by the Race Director and / or Assistants. It is the duty of marshals to replace de-slotted cars back
        on the track. Marshals are not to repair cars, but shall return the car along with any damaged parts (if available) to the driver.


  5.      There will be no driver changes. Drivers shall race the car they submit to tech., qualify, and / or begin such race event with.


  6.      No driver (while participating in competition) will be allowed to lean, grab, or
        otherwise reach across the track table for any reason. Unless DIRECTLY in front of driver’s station, reaching for and / or marshaling a car may result in lap
        penalties.

  7.      All cars shall be legal for class entered.

  8.      Before the start of each race (first segment per group), it shall be the duty of the Race Director and / or Assistants to handle pre-race
        technical inspections. The
official timer shall be set at two minutes “off”, and the Director(s) shall conduct a quick visual inspection of all cars to be races,
       which may include overall width (pass through tech block), chassis, gears, tires, wheels, etc.. Any car found in violation shall be returned to the driver for
       repairs or corrections, then re-inspected before entering the race.
The race timer shall NOT be stopped for corrections of violations and the race shall begin
       at the end of the two minute inspection period. Sit-out cars shall be
inspected between segment races just prior to their entry into competition.

  9.      During lane changes,  power shall be shut off. During this lane change period, drivers are responsible for changing lanes,  lane markings, and replacing
        their
car to the track at the SAME location from which the car was removed. Marshals shall not remove any car from the track at the conclusion of a race
        segment unless specifically asked to do so by the driver of that car. Marshals shall aid drivers in making lane changes when asked to do so. Replacing a car
        in an advantageous position will result in lap penalties and / or disqualification as determined by the Race Director and / or assistants. When a car is removed
        from the track during racing, the same conditions apply.


10.     Whenever a car de-slots during a race, marshals shall replace the car on the track as close to where the car left the track as possible.

11.     At the conclusion of each race, all cars shall be left on the track where they stopped after the power was shut off until the final order of finish is positively
        determined and the Race Director authorizes their removal. Removal of cars prior to the Race Director’s authorization will result in the offending car(s) being
        credited with running ‘0’ sections.


12.     The Race Director holds the right to ask for the removal of any car from the track which is excessively interfering with other cars, damaging the track in
        any manor, or unnecessarily disrupting the race.

RACE PROCEDURES & POINT SYSTEM

 1.      Order of entry / initial lane choice shall be determined by random draw.

 2.      For all HOSCAR events, each driver shall have the opportunity to drive all lanes during a race. This shall be achieved by drivers moving to adjacent
lanes in a systematic manner. A race shall consist of as many prescribed segments as lanes used.

 3.      Race format:

 LAP / TIME FORMAT:

            A.             Driver race format shall be “Round-Robin”, consisting of race entry rotation in a systematic order (groups of 5 + entries shall require
                            sit-out positions).

            B.             There shall be no preliminary (or qualifying) race event. Each race shall be considered a feature race whereas, the total laps and track
                            sections (from all 4 lanes raced) will be the driver’s race total.

            C.             Each race shall consist of each driver having three (3) minutes running time per segment (per lane) with a period of two (2) minutes
                            between race segments for lane changes, maintenance, etc..

 4.      Point structure:

 POINTS:

Race points shall be awarded as follows,

                                1st place     10.0 pts                  6th place 6.5 pts

                                2nd place     8.5 pts                  7th place 6.0 pts

5.      Drivers shall receive points for ACTUAL finishing positions only. Except for disqualified vehicles (whereas vehicles may move up in position).
         There shall be NO advancement in point position due to drivers “not on the points”.

PROTEST PROCEDURES

1.        The Race Directors (for any given race) shall have the final say regarding finishing positions and/or tech or conduct violation situations.

2.       
Should a driver not agree with a decision set by the Race Directors, the driver should request an explanation from the Race Directors on the
        decision made.


3.       
Should a driver still not agree with the decision (explanation) as set by the Race Directors, the driver may request a formal protest of the
        decision by informing the  Race Directors, Club President (and/or vice-president), and Tech Advisors (should the protest include vehicle
        infraction) of intent to request a formal protest.


4.       
The charge or infraction shall be verbally outlined by the Race Directors, at which time the driver shall then state his/her reason or
        provide proof to why the infraction should not stand.


5.       
Any proof positive item should be able to prevail in the decision making process. However, in situations where so called “Grey Areas” arise,
        further investigation and/or defining of problems may be needed.


        NOTE: At this point, the final decision for race finishing order shall not be available.


6.     Over the next 2 weeks (if needed), the Club President (or his investigative appointee) shall define problems. This may include
        meetings with several club branches (Ex. Committee, Tech Advisors, etc.) resulting in a final yes/no vote of situation.

        NOTE: This procedure may result in known policy or definition changes.


7.     The ORIGIONAL RACE DIRECTORS  (for that race in question) shall then be presented with all evidence, decisions, and changes collected
        and asked for an updated
decision on the outcome of the race in question.

HOSCAR BYE-LAWS

1. MEMBERSHIP

1.1         Member shall be any person(s) active in one or more point class, is on point records, and has paid race entry fee (if any).

1.2         All members shall hold a voice (vote) in respect to all club activities.

2. TRACK REGISTRATION

2.1         All tracks used for HOSCAR point racing events shall be required to undergo track evaluation conducted by no less than a
              three (3) member track committee.


2.2         Minimum standard track qualifications shall be:
            A.        Four (4) color coded lanes in working order.

            B.        Clearly marked track sections.

            C.        Equipped with a ‘power on’ count-down timer and a lap counter
per lane.
            D.        Alligator type control hook-ups.

            E.        Suitable for Stock, Super Stock, and Modified classes (Pancake
motor, Polymer Modified, and / or Unlimited classes opt.).

2.3         Any certified track which has been highly modified (or changed completely) may require re-certification prior to the start of any
given race season.

2.4         All tracks to be used shall be certified and ready for competition no later than one (1) Month prior to the start of any given race season.

3. ROOKIE STATUS

3.1         A Rookie driver shall be any new driver with less than twenty-one (21) race entries (dates) per any given season. Further,
              Rookie status shall remain in effect the remainder of said season of racing.


3.2         Rookie drivers shall not be permitted to hold any official seat (e.g. Executive Committee member, Race Director, Assistant Director)
              so long Rookie status is in effect.

3.3         Any Rookie whom holds an interest in an official seat (e.g. ownership of equipment, track, etc.) shall be permitted to participate in
official discussions / meetings, but shall hold no voting status (other than items that directly involve property owned) except in
emergency situations per other Executive Committee members present.

3.4         Commencing with the conclusion of the 5th race event entered, each rookie will be granted full club membership, including all rights
and a valid voice (vote) per all club related activities.

4. SEASON RULE AMENDMENTS

4.1              All new rule change proposals shall be submitted to the Executive Committee no later than race #36 (year end rule changes).

4.2         The Executive Committee shall have two (2) weeks in which to evaluate submitted proposals. The Executive Committee’s job is not to
vote on proposals, but rather to examine and discuss alternatives to proposals, then prepare proposals (and/or alternatives) for final club vote.

4.3         For year end rule changes, the Executive Committee will hold a year-end open forum rule amendment meeting / awards party. Each proposal
shall be open for a short structured discussion, ending with a quick hand vote of all members present. Any new rules passed by majority vote
shall be in effect as of the following race season.

4.4         Mid-season rule amendments have been discontinued.

5. RACE FEES

5.1         Each entrant shall contribute $20 per season of racing, to be paid prior to the end of the season. This can be paid in $1 increments
per week (race) or be paid in any whole dollar amount totaling $20.

5.2         Race fees collected shall be used specifically for awards (engraving of class trophies / box tags for top 3 finishes per class), and
to finance year-end membership awards/rule party. NOTE: Year-end Executive Committee rule amendment meeting are not considered,
and do not constitute a club rule party and shall not be financed by club award fund.

5.3         Any extra/unused monies come seasons end shall be equally distributed as refund to members, resulting in a year-end season
balance of $0.00.

6. MISCELLANEOUS

6.1         At the conclusion of each race, all cars; once final order and/or track section has been determined; shall be placed directly in tech holding,
until such time that all cars raced have gone through final technical inspection.

6.2         Once in tech, a car may not be removed. Should a driver require a part from a car in tech holding (other than vehicle body or chassis),
the driver may remove said part only under the supervision of a race official.

6.3         Any car not in tech holding at the conclusion of said car’s race shall be disqualified.

6.4         Any car disqualified, the driver shall receive zero (0) points for that race. However, the driver may be credited two (2) points for the race
for fulfilling marshaling duties, as per the Race Director and assistants.

HOSCAR OFFICIAL POSTS & DUTIES 

President – Involved in all aspects of club activities. Oversees meetings and activities, and may have a final say in any deadlock or questionable
decisions / vote to further promote the welfare of the club.

General Duties:
        1.        Call club and/or Executive meetings as needed
        2.       
Oversee said meetings
        3.       
Collect input and provide information for club discussions, meetings, and/or voting.
        4.       
Refine or define rule or amendment proposals for voting
        5.       
Call, cancel, or relocate race due to bad weather, track emergencies, etc.
        6.       
Delegate job duties. Assign duties to members best suited for specific jobs or situations.
        7.       
Insure established procedures, rules, etc. are being followed.
        8.       
Assist all other Officials / Members in their job duties as needed.

Vice-President – Assist in all aspects of club activities as listed above under the supervision of the Club President.

Executive Committee – Consisting of all track owners. General decision making body.

General Duties:
        1.        Intrepid rules & policies.
        2.       
Define rule amendments.
        3.       
Vote on specific actions as needed. (e.g. Rule or procedure violations, disciplinary, etc.)

Race Director(s) – Consisting of track owner (current track being run) and 2 general club members as determined from a revolving
rotation club membership list.

General Duties:   IN CHARGE of current race being run, including (but not limited to):

        1.      
Race set-up (paper work, driver rotation / lanes, pre-race tech – if required, etc.)
        2.       
Race procedures (lane changes, off-time repairs, driver rotation – all done in a timely manor)
        3.       
Certify final race finishing positions and tech requirements.

        Not withstanding any vehicle infraction or race procedure protest or inquiry, the decision of
        Race Directors of any given racing event shall be deemed FINAL!!!

Technical Advisor(s) - Assist / advise in technical aspect of tech.

General Duties:
        1.        Define or explain detailed parts and their function
        2.       
Keep track of current market availability
        3.       
Assist Race Directors in determining vehicle / part legitimacy

Scoring / Rotation – In charge of scoring (points) and Race Director revolving rotation list.

General Duties:
        1.        Collect, record, and report current class point status
        2.       
Keep, record, and report club Race Director revolving rotation list for selecting the 2 required Race Directors
                (in addition to the track owner).

Treasurer - Collects / keep track of received club dues / monies.
