.
Many years ago, farmers
invented pulling and as a challenge to prove who owned the strongest and
fittest team of horses. Tied to a wooden sled piled high with bags of wheat,
grain, or sand, the owner's team would pull the sled to see whose could
move the sled the greatest distance.
As steam and gas
powered vehicles began taking over the work done by horses, so it was that
these early machines found them-selves in the pulling arena.
Today, truck and
tractor pulling has become one of the most aggressive forms of competition
as a show of brute power and strength. Unlike most other forms of vehicular
competition, such as racing, where a racer may rely on speed and his ability
to handle such speed to be first in his category of competition, a puller
will rely on POWER, along with training and instinct to get the most out
of his vehicle.
As in days past,
a puller's prime objective is to pull a weighted sled the furthest distance
possible along a given straight course, ranging anywhere from 100 to 300
feet long. However, the sleds of today are unique themselves in that as
the sled moves, so does its weight.
Starting towards
the rear of the sled, a weight box moves forward, creating even more down
force and friction for the puller to contend with... and hopefully overcome.

THE PULL
Each driver, once his
vehicle has been classed and/or placed into the proper division for competition,
shall be called, individually, for his pull attempt. Each driver shall
hook to the sled, check his vehicle, the sled and track in order to prepare
for his pull attempt.
Once ready, the
driver shall give the OK that he is prepared and the starter shall then
start the timers, lights, or in general, declare the pull in progress.
Once done, the driver, driver's crew, or anyone else is prohibited to push,
bump, or otherwise touch said pulling vehicle in any way, shape, or form.
Once the signal to go is given, the driver is to proceed in his pull attempt.

DISQUALIFICATIONS
The Event Director
present shall have authority to disqualify any organization, vehicle, and/or
participant from said event whenever grounds for such actions are warranted.
The decision of the Event Director is final and shall not be appealable;
provided however, that upon a showing of good cause, the Event Director
may, without liability, reverse or revise his decision.
The Event Director's
authority to suspend, penalize, disqualify or expel is not only confined
to rule infractions which may occur during a pull run, but is extended
to cover any and all infractions on or off the competition area and all
violations of class requirements or general regulations.
*Examples of grounds for Disqualification,
Suspension or Expulsion:
1. Any condition considered to be unfair, unsafe, or out of order by the
Event Director.
2. Failure to report to starting area when called.
3. Sandbagging or delaying a run.
4. Any modification that would change a vehicle's class.
5. Crossing track boundary lines or leaving track surface.
6. Any infraction as set forth in EVENT REGULATIONS
.
PROTEST & PROCEDURES
All protests against
a contestant's vehicle must be filed with the proper official along with
a filing fee (if any) to be placed on deposit. Protests are to be fully
outlined in writing before any such protest may be accepted. Only the items
outlined in said protest shall be inspected.
Any filing fee
shall be forfeited to the protested vehicle's owner as compensation for
time and labor should said protest be found unwarranted and said vehicle
is found legal for it's class of competition. Should
a protest be found valid, the illegal entry shall be subject to such action
as the Event Director may impose, and the filing fee (if any) shall then
be returned. If during an inspection a
violation other than that outlined in the protest be found, the Event Director
still holds the right to act on and/or impose any such action as seen fit,
including as to whom shall be intitled any fee collected.

RIGHTS UNDER PROTEST
Once an official protest
has been issued a driver or owner of a vehicle, the said owner has the
right to know the full nature of the protest before any inspection may
begin. The owner has the right to make any statement and/or give evidence
as to why he feels said protest is unwarranted. If the nature of a protest
warrants the vehicle to be disassembled (teardown) for inspection, the
owner has the right to refuse, but a refusal may be considered an admission
of guilt and result in the removal of said vehicle from further competition.
All vehicle owners
hold the right to protect any interest they may hold in their vehicles.
Therefor, each owner has the right to a private teardown (when warranted)
with the technical official as the only onlooker.

PERSONAL PROTEST
Any protest/complaint
not dealing with vehicle rule infractions or equipment should be directed
to the Event Director. Protest forms and/or filing fees are not required.
Any protest/complaint
directed towards a track official may require a written form (no fee) to
be reviewed by the track board.

WEIGHT CHECKS
All vehicles are required
to report DIRECTLY to weight station after each and every pull attempt
for class/weight verification.
Failure to report DIRECTLY to
scales will place said vehicle in violation and vehicle will be disqualified.
EVENT
REGULATIONS
.
AWARDING POINTS
All points
awarded are the property of the winning VEHICLE and cannot be transferred
under any circumstance, nor are points transferable between drivers, categories,
etc..
Any contestant
disqualified driving a specific vehicle (vehicle infraction) shall lose
all points FOR THAT VEHICLE, for
that class/division of competition,
for that event. Any contestant disqualified for reasons other than vehicle
infractions (e.g. disorderly or unsportsman like conduct) may lose all
points for ALL vehicles entered into that event.
.
ENTRIES (limits)
Any driver
may enter as many vehicles into as many classes/ divisions as he wishes.
Further, any driver may enter the SAME vehicle into as many classes (not
divisions) as he wishes provided class regulations (e.g. weight) can be
met.
(NOTE: This rule
may be limited or restricted by the Event Director for reasons of program
time and/or size)
.
PULL ATTEMPT (limits)
Each contestant
shall have one (1), and one chance ONLY, to attempt a pull run. The only
exceptions to this rule are:
(A) Test Pulls
(B) No power to vehicle
(C) Vehicle becomes unhooked from sled
(D) Event Director permits second attempt
.
TEST PULLER
The first
driver/vehicle in each class/division shall be designated as "Test Puller".
This test pull shall give the Event Director, and others, an idea as to
how the track and/or sled are set. Provided the Event Director is satisfied
with conditions and no changes are made to the track or sled, the test
puller may now have the option of taking the test pull as his official
run, or make another.
(NOTE: This option
must be decided upon BEFORE the next puller may be permitted his
pull attempt)
Should
the Event Director not be satisfied with the event set-up and either change
running lanes, sled weight, recondition track (etc.), the NEXT puller,
in running order, shall be called on as the new test puller, and so on
until the Event Director is satisfied.
Once
the class/division has been officially started, all previous test pull(s)
shall become void, and the class re-run in original order except for the
LAST test puller, who now has the options of keeping said test pull
or make another.

VEHICLE POWER
LOSS
Should after
vehicle is hooked to the sled and power is given vehicle does not move,
the driver shall be permitted two (2) minutes to correct the problem (other
than track call) and engage in a second attempt.
Should
the problem not be solved after the time allowed and/or the vehicle not
move a second time, the pull attempt shall become void and the vehicle
be disqualified.

SLED/VEHICLE BREAK-AWAY
Should a
vehicle break away and become unhooked from the sled WITHIN TWO (2) INCHES
of the start line (front of sled), the vehicle may re-hook and a second
pull attempt be permitted. Should the vehicle become unhooked a second
time, regardless of distance, the pull attempt shall become void and the
vehicle be disqualified.

PULL ATTEMPT (secondary)
In cases
of exceptionally small class divisions or program, the Event Director may
opt to permit two (2) pull attempts per vehicle, recording the better of
the two. However, this option does not apply to 'Pull Offs', and must be
stated as a "best of two" event before such event may begin.
.
LANE CHOICE OPTION
Unless specifically
prohibited by the Event Director, lane choice (on all multi-lane tracks)
option permitted.
.
'CLEAN'
PULLS
All
pulls must be 'clean' (e.g. no bouncing or throttling of vehicle).
.
RE-STARTS
It
is not permitted to restart or double start pull attempt. Once vehicle
STOPS for ANY reason, pull is over.
.
FALLING PARTS
(off)
Should anything
fall off a vehicle during a pull attempt, the vehicle will be allowed to
continue said pull attempt except in cases of:
(A) A safety hazard (track or participants).
(B) Vehicle gains an unfair advantage, in which case vehicle will
be disqualified.
.
DRIVER CALL (limits)
All participants
are to be standing by during their related events. Once called, a two (2)
minute time limit shall be set to report to the starting line. Failure
to report when called shall be considered a forfeit, and said vehicle be
disqualified
.
PART SWAPS.
Any between
race swap or part changes permitted (except body) as outlined below:
(A) All part changes are to be on a 'part by part' basis. Whole chassis
and/or assemblies may not
be changed.
(B) No changes shall be permitted that would change a vehicle's classification
(except when entering
another class).
(C) No changes shall exceed any limits set forth in GENERAL REGULATIONS.

DRIVER RESPONSIBILITY
It is the
responsibility of each driver to check track, sled, vehicle, power, controls,
(etc.) in preparation for his pull. Once the starter declares the pull
in progress and the sled is MOVED for ANY reason... IT IS A PULL. The only
one time exception is becoming unhooked from sled.

TRACTION COMPOUNDS
All traction
compounds are prohibited.
PROGRAMS
& EVENTS
.
PRIMARY OBJECTIVE
As stated
before, a puller's primary objective is to pull a weighted sled as far
down course as possible, with the puller going the greatest distance as
the winner. Once the Event Director declares the pull in progress, the
puller is to attempt his pull.
Each
pull attempt shall continue until:
(A) Vehicle can no longer move sled.
(B) Time limits (when applicable) run out.
(C) Vehicle stops for ANY reason.
(D) Vehicle completes the course (Full Pull).
(E) Event Director 'calls' the pull for reasons of safety, unfair practices,
violation, (etc.).

FULL PULL / PULL
OFFS
Should two
or more vehicles in the same class/division or category of competition
complete a given course, or 'Full Pull', all said vehicles shall enter
into a 'Pull Off' round. This is to say, more weight and/or faster weight
transfer of the weight box (at opt. of Event Director) will be added to
the sled and said vehicles shall once again pull for distance.
During
a pull off round, there will not be any test pulls, failure second starts/chances,
etc. Once a puller is hooked to the sled and the Event Director declares
the pull in progress, said pull vehicle is committed to the pull attempt
... regardless.
NOTE:
Minimum suggested sled weight increase increments:
50 gms. - Mod. Division
75 gms. - Pro Division
CLASSIFICATIONS
& DIVISIONS
.
CLASS REGULATIONS
For H.O.M.T.P.A.,
six (6) classes are open for competition in pulling. As in full scale pulling,
all vehicle classes are set by weight, for example… the 5,200 lb. 2WD class.
Of course,
it is obvious what anything 5,200 lbs. would mean in H.O. scale, therefor,
all class designation weights shall be in (and stated as) Centigrams (1/100th
gram), while vehicle weight may be stated in either centigrams or grams.
All vehicles
are limited, by class, by maximum Overall Vehicle Weight (O.V.W.), whereas,
O.V.W. shall NOT exceed class designation weight.
Ex.
5,000 class = veh. 5,000 centigrams (50 gms.) or
less.
7,000 class = veh. 7,000 centigrams (70
gms.) or less.

Starting
weight (in sled weight box) shall be 2xs (Mod. div.) or 3xs (Pro div.)
class weight.
Ex.
3,000 Mod. div. = 6,000 centigrams (60 gms.) sled
weight.
9,000 Pro div. = 27,000 centigrams.

DIVISION REGULATIONS
For H.O.M.T.P.A.,
six (6) class DIVISIONS have been set for reasons of separating different
degrees of pulling, distinguish between wheel drive, and for realism in
the overall "look" and "feel" of pulling by placing similar style vehicles
together.

MODIFIED
Though even
the mildest puller will need a degree of modifications, the "Modified"
division shall be (more or less) designated as a 'Stock' division. While
most all requirements set forth in GENERAL REGULATIONS will apply to both
Modified and Pro divisions, the basic difference in divisions shall be
in motor and/or chassis configuration.
A Modified
puller shall be any H.O. pulling vehicle BASED on a manufactured H.O. road
race chassis, powered by a STOCK motor, and basic drive train configuration
remains essentially stock in concept (e.g. Modified to accept larger gears
but retains manufactures original concept in configuration, location,
and design).

PRO
Pro pullers shall be
any scratch built or highly customized H.O. puller, whereas, motor and/or
drive train does NOT resemble a
manufacture's concept in configuration,
location, design, parts, or equipment.

2WD
Any TRUCK
or TRACTOR powered (driven) by two (2) rear wheels only.
.
4WD
Any TRUCK
powered (driven) by all four (4) wheels.
.
To keep in
context of pulling, the following TRUCK and TRACTOR divisions have been
set for realism of pulling events based on body style, wheelbase, and tire
size.

TRUCK
Any 2WD or
4WD vehicle inclosed, in whole or part, by any reproduction body (e.g.
car, truck, van, semi., etc).
Wheelbase: Not to exceed 2 1/4" @ wheel centerlines.
Tire size: (2WD) 5/8" max. height. (rear) (4WD)
3/8" max. height. (all)

TRACTOR
Any 2WD vehicle
equipped (usually) with rear wheel/tire guard fenders, interior or cockpit,
and dummy or "dressed" motor on an open style frame chassis.
Wheelbase: 2 1/4" min. to 4" max. @ wheel centerlines.
Tire size: 1/2" min. to 1" max. height. (rear)

The "Unlimited"
class (as stated in CLASSIFICATIONS) is to be considered an "Open" class/division
of pullers. This is to say, Unlimited shall be ANY H.O. puller, regardless
of make, design, style, weight or drive. The only requirements for an Unlimited
pull vehicle shall be that of size and/or scale.
GENERAL
REGULATIONS

MOTOR 1
1.1 General
All classes/divisions (except Unlimited) restricted to H.O. production
road race motors
ONLY.
1.2 Armatures
Mod. Div.: STOCK. NO modifications permitted.
Pro Div.: Unrestricted.
1.3 Magnets
Mod. Div.: STOCK for motor used.

MONSTER
TRUCKS
H.O.M.T.P.A.,
and the Greenbrier H.O. Club of Rochester, is proud in bringing you the
world's first "true" H.O. scale Monster Trucks and Monster Truck competition.
Being
the construction of at H.O. Monster can be so scratch, individual, and
sometimes personal, H.O.M.T.P.A. has found it all but impossible
to classify clearly the many possible gear arrange-ments, chassis design
and operation of such unique vehicles. Therefore, all Monster Trucks, after
meeting the few requirements needed for the purpose of scale and operation,
shall be placed into one single category; "Pro Monster".
Having
no classification differences and very few regulations, H.O. Monster Trucks
have quickly become one of the most sought after forms of H.O. competition
in history for the custom builder.
In addition,
events for H.O. Monster Trucks (such as sled pulling, car crushing, hill
climbing, etc.) have proved to hold great appeal for many racers because
of such versatility in competition.

as they apply.

MANDATORY SUSPENSION
The
following are MANDATORY 24hr. (same day) grounds for suspension (H.O.M.T.P.A.
version of a totally disabled/undrivable vehicle).
1. Flips & Rollovers: Any vehicle, which stops, lands,
or is otherwise operated in other than an upright
position.
2. Body loss: Any vehicle which body has come off and/or
does not sit proper on frame once vehicle
has stopped.
As stated,
the above are "same day" grounds for suspension, whereas, the offending
vehicle (offense being made during either qualifying or an elimination
run... NOT PRACTICE) shall not be permitted into further rounds of competition
the remainder of that DAY.
Flips
and Body losses are designed to simulate a vehicle which has become damaged,
and "cannot" continue in competition, and NOT as a disqualification or
violation. Therefore, any vehicle under a mandate shall still be awarded
any points, credits, and/or position title(s) won either prior or during
an above situation, but still (as under mandate) shall not be permitted
into further rounds of competition, regardless of race or event, the remainder
of that DAY.

QUALIFYING
As in full-scale
competition, the first step in determining dual vehicle heat position/line-up
is by qualifying. On tracks so equipped, qualifying shall be done in single
run/timed format. The quickest time/vehicle shall be the "Top Qualifier"
(# 1), 2nd quickest as # 2 qualifier, 3rd as # 3, etc..
On tracks
where times/timers are not available/used, qualifying positions are determined
by simple draw. The first drawn name/ vehicle shall be the Top Qualifier
(# 1), the 2nd drawn as # 2 qual-ifier, 3rd as # 3, etc..
(NOTE: Hand held
timers/stopwatches may be used via club approval)
The next
step in setting up heat position is done by dividing the field in half,
then pairing off vehicles (in order) from each group.

Should
the field consist of an odd number of entries, the Top Qualifier (# 1)

The remainder of the race is then conducted as standard two-vehicle
tournament style eliminations.
(NOTE: The above
system for determining first round heat position shall be used regardless
of field entry size. During single
vehicle type events, such as pulling, where vehicles are run one at a time,
qualification procedures are not required. Vehicles are simply run in order
of draw)

EVENT REGULATIONS
1. In preparation
for competition, each vehicle/driver shall be called, in turn, and report
to starting line for his related elimination run. Once called, each driver
shall check his vehicle and course lane and, once satisfied, shall give
the Event Director the OK that he is ready for competition. The Event Director
shall then start the timers, lights, or in general, declare the race in
progress. Once done, the driver, driver's crew, or anyone else is prohibited
to push, bump, or otherwise touch any vehicle or competition area in any
way, shape or form. This shall include any final set-up of obstacles.
.
2. Any vehicle
which does not complete a given course in the fashion outlined by the Event
Director (e.g. not completing a given task, stop short of finish line,
etc.) shall be in violation of event regulations, and be eliminated.
.
3. During dual
competition, should both vehicles be in violation of event regulations,
the FIRST vehicle to commit said violation (should both violations be considered
equal), or the vehicle committing the WORST (more serious) violation (should
said violations not be considered equal) shall be eliminated, whereas,
the opponent be declared heat winner.
.
4. During dual
competition, should both vehicles be in violation by not completing a given
course (stopping short of finish line), it is policy that the vehicle covering
the greatest distance down course be declared heat winner.
Exceptions to this rule may include violations
of other event infractions) and/or the event one vehicle makes it impossible
for the other to pass (blocks lane).
.
5. While it
is permitted a driver to enter more than one (1) vehicle into competition,
NO driver shall be permitted to operate more than one (1) vehicle at any
given time.
.
6. During dual
competition, should two (2) vehicles of/by the same driver come together
during an elimination run, the driver/owner of said vehicles must acquire
a substitute driver for one vehicle.
.
7. During dual
competition, should the winning vehicle of a race not be able to make the
next round call due to breakage (or under MANDATE as simulated breakage),
the last losing opponent of said vehicle shall be reinstated, and under
the "Break rule", replace said disabled vehicle on the event roster.
(NOTE: Disabled vehicle
shall loose no points or credits on positions won)
.
8. Other than
round 1 Top Qualifier, there shall be NO bye-runs accepted during dual
competition. It shall be policy that
in ALL Dual Vehicle-Single Driver situations, a substitute driver be utilized
to operate any un-manned vehicle.
In all other situations where a vehicle has no opponent, a
previous round loser shall be reinstated, as per club policy,
to fill any opening in the event roster. The only exception
to this rule shall be during round 1, whereas, a 'forced'
bye-run may be imposed due to the lack of any previous round looser.
(NOTE: This rule
shall not exclude any 'break rule' and/or any
other known or written rules or policy)
.
9. During any event
where pulling is part of the course, FINAL position
of the sled shall be used and/or recorded for said run.
This is to say, should the sled be pushed back or out of bounds, vehicle
elimination may occur.
.
10. Dual wheels permitted
so long overall width does not interfear with opponent, track and/or track
operations.
.
11. Heat lane choice
shall be that of the quickest/highest QUALIFYING
vehicle of any given pair.
.
12. "Late entries"
shall not be accepted for competition once qualifying
round position procedures have been officially concluded,
as per the Event Director.
.
13. Any vehicle which
does not receive a qualifying time for any
reason (but vehicle has been registered and meets all requirements as a
legal entry), said vehicle(s) shall be placed at the bottom of qualifying
line up (run scratch) in order of entry.
(NOTE: MANDATORY

VEHICLE REGULATIONS
1 Motor
Any H.O. road race, or similar 12-18 vdc. electrical motor, regardless
of modifications.

2 Motor
Motor centerline may not be lower than wheel/axle
center-line(s).

3 Tires
1/2" to 1-1/8" in height. BLACK in color only.

4 Wheelbase
Maximum vehicle wheelbase at wheel/axle Centerline:
2-1/2".

5 Body
H.O. scale (1/64 - 1/87 accepted).
.
6 Weight
Minimum overall Vehicle Weight (O.V.W.); 10,000 centigrams
(100 grams).

7 Interior
Required on all open or non-top bodies. "Interior" shall mean and include
a cockpit area
along with a simulated driver.

8 Pick-ups
All vehicles to receive power via standard H.O. track/track rails only
(NO wired vehicles).
No pick-up system shall extend further than one (1) inch forward front
wheel/axle centerline.

9 Marchon
While a Marchon factory chassis meets all vehicle regulations, the
body itself has been
Factory
judged slightly overscale. However, vehicles sporting a Marchon body
shall be accepted
Trucks
when used in conjunction with a Marchon chassis only.
Vehicles with a home/scratch built chassis sporting a Marchon (or any other
oversized)
body shall not be permitted into competition.

10 Misc.
Only tires, guide pin(s), and pick-up shoe systems permitted to touch
track surface.
Operational wheelie skids permitted to touch track while vehicle is in
motion only.
Visual appearance shall be held crucial in accepting a Monster Truck into
competition,
whereas, all Monster Trucks are to be realistic in size, width, and design
(to scale) as not to
take from the overall "feel" of the sport.
Any overly 'wild' Monster Truck may require a photo of an actual vehicle
(not an exact
copy, but one showing the special caricature of the vehicle in question)
as proof of its
realistic qualities.
(NOTE: This rule may, under the Event Director's discretion, supersede
previous regulations
in regards to appearance and/or equipment)
POINT
SYSTEM
To insure
fairness to all participants, since it is permitted to enter more than
one (1) vehicle in any class of competition, all points shall be awarded
per VEHICLE, and be stated as such. NO driver shall be said
to hold "total" points from any combination of vehicles run, either per
class or combination of classes.

POINT CHART
It shall be requited, for vehicles to collect
Event/Heat round points, that ALL vehicles "self-stage" (line-up under
their own power) to satisfy officials vehicle is in running order and competition
ready.

BONUS POINTS
Additional
bonus (incentive) points shall be awarded any vehicle COMPLETING
any given course (start to finish) as follows:
(2 POINTS)
PULLERS: Full Pull, each occurrence TO A MAXIMUM of SIX (6)
POINTS per event (round 1 plus
TWO (2) pull-off rounds)
M.T. (single comp.): Completed course, each occurrence.
M.T. (dual comp.): Completed course WINNER, each occurrence.
(1 POINT)
M.T. (dual comp.): Completed course LOSER.

FINAL DRIVER POSITION
Because it
is permitted drivers to enter more than one (1) vehicle into competition
per class/event, FINAL driver point positions shall be determined as follows:
Whereas,
all points awarded shall be awarded per VEHICLE, each driver (for calculating/figuring
final driver position) with more than one (1) vehicle entered/driven per
class shall be en-titled, and collect only the highest most points won
by any SINGLE vehicle driven per class ... NOT THE SUM OF ALL VEHICLES
DRIVEN.

.
1. Vehicle entry limits
per driver: Five (5)
2. Qualifying order
procedures:
A. Each driver shall be called in order of random draw for his/her related
qualifying turn/attempt.
B. Each driver shall then qualify ALL vehicles wished to be entered into
competition. Each vehicle shall be required to make
a qualifying attempt to be a legal entry.
C. Once a drivers qualifying "turn" is completed (all vehicles have been
run), no additional vehicles by said driver will be
permitted entry.
D. Any driver not present at the time name is called for qualifying shall
be disqualified and not permitted entry into
competition.
3. Qualifying penalty
procedures:
Should a vehicle not complete its first qualifying attempt as outlined
by the Event Director, a second qualifying attempt
shall be permitted but will carry a .30 second penalty (.3 added to any
second attempt time).
Should a vehicle not complete its second qualifying attempt, said vehicle
shall then run scratch in order of entry.
4. Lane Choice: (dual
M.T. competition)
Lane choice shall be that of the quickest Previous Round timed vehicle
of any given pair. On tracks not equipped
with round timers and/or sit-uations where neither vehicle may hold a previous
round time, lane choice shall revert to
qualifying and be that of the quickest/highest Qualifying vehicle
of any given pair.
